Post Auckland City, Nz tree regulations

Under the RMA ( resource management act 1992) councils are obligated to control resource management as outlined in the act and in Auckland Citys case is:

Blanket tree protection for all tree species with designaitions for native and exotic trees:

Native trees protected over 6m in height and 600mm in diameter at bh(breast height)

Exotic trees protected over 8m in height and 800mm in diameter at bh.

Resource consents are required for any pruning or removal of protected trees over the designation and work without consent is to be done only with hand shears(secatuers).

Dead trees and weed species are exempt.

Councils outside Auckland have limited protection including a list of protected trees and a number of 'Scheduled' trees which effectively means not even dead twigs can be snapped off without consent.
