If you could alter the hormonal control system within the tree then yes I quess it would be possible to end up with the consequence you describe...and many of us have seen the results from herbicide damaged plants where disruption of hormonal control leads not only to irratic twisted deformed growth but to some extent what you describe, disrupted disordered cellular division.
For me any artificial forcing of the growth of any trees is so fraught with dangers that it is not worth the effort.
